Neighborhood Stabilization Program (NSP)

Richmond: Virginia's Community Capital

In 2010, ECD was awarded $2.4 million in federal NSP funds. With those monies, twenty-two vacant and foreclosed properties were chosen tp be acquired and are now undergoing renovation. These homes are located in the Barton Heights, Church Hill, and Highland Park neighborhoods. 

Once rehabilitated by local ECD development partners, the properties will be sold to income-qualified households with potential downpayment and closing cost incentives offered.
